		<span lang="EN" style="font-family: 'calibri','sans-serif'; color: rgb(34,34,34); font-size: 11pt; mso-bidi-font-family: arial; mso-ansi-language: en">The event included a three-km walk and many other activities. It was part of the Customs Affairs effort to persuade its personnel to stay fit and healthy through sport activities. The event ended with the distribution of prizes to the marathon winners.<o:p></o:p></span></p>

There were 1,235 incoming trucks with loads weighing 10,016 tonnes and 1,446 outgoing trucks with loads that weighing 9,828 tonnes. Thus there was an increase in the number of trucks going from Bahrain he said.<o:p></o:p></span></span></font></p>

	                <title>Customs President visits Saudi side of Causeway</title>

	<p>
		The Customs President has visited the Saudi side of King Fahad Causeway following the directives of HE the Minister of Interior to look at the problem of trucks coming to Bahrain and to implement the &lsquo;Horizon&rsquo; electronic project under the Customs management.</p>
	<p>
		He said the problem of trucks was caused due to the switch from the manual clearance process to the electronic one. He said that a neutral checkpoint zone had been created to allow empty trucks, those carrying perishable goods and those in transit cross the Causeway.</p>
	<p>
		Five additional lanes have been created - three for perishable goods trucks and two for empty and transit trucks. Also he affirmed the installation of electronic systems to reduce work pressure.</p>

	                <title>Customs President Inaugurates course</title>

		Customs President Shaikh Mohammed bin Khalifa Al Khalifa inaugurated a one-week course on customs practices at the Customs Training Institute on Sunday in cooperation with Jordanian customs experts.</p>
	<p style="text-align: left">
		The course aims to train 10 customs personnel to become trainers on technical matters related to customs.</p>
	<p style="text-align: left">
		The President, in a speech, highlighted the importance of the course in improving the staff skills to enable them to provide training to all customs staff. He said the course would be the first step in training all new recruits to develop their capabilities and exchange experiences.&nbsp;</p>

		Director-General of Planning and Administrative Affairs Mr Khalifa bin Ahmed Al Binali thanked Shaikh Mohammed for inaugurating the course and his directives to improve staff skills.</p>

Customs President expressed his thanks and appreciation for the continuous coordination by the Civil Defence that aimed to enhance the efficiency of its personnel. Also he added that the work shop comes within the programmes that the Customs Affairs were keen to organise in order to reduce customs smuggling through customs exits. Colonel Showaitar praised efforts carried by Customs that aimed to focus on hazardous materials such as toxics, chemicals and radioactive stuff. At the end of the ceremony Major Basim Khalaf from Protection and Monitor Directorate at the General Directorate of Civil Defence delivered a speech in which he showed the necessary need for such work shop in order to provide a safe work and public environment. The meeting addressed a number of topics from the most important how to validate ATA card when they are received from outside Bahrain and the importance of coordination with regard to a common mechanism and standards consistent with the requirements of the World Customs Organization and the World Federation of Chambers of Commerce. The two sides also discussed activating the role of the chamber as the guarantor in Bahrain for the temporary entry and authorized the issuance of the card referred to, which will make it easier for the commercial sector in the Kingdom to participate in foreign exhibitions, were also discussed where applicable temporary admission in accordance with the Convention. Noteworthy that this agreement of international conventions emanating from the World Customs Organization (WCO) and will contribute to attract investors and stimulate exhibitions and work to facilitate customs procedures for importers and exporters to and from Bahrain. 	                <description><![CDATA[His Excellency the Minister of Interior Lt-General Shaikh Rashid bin Abdullah Al Khalifa visited the Customs Affairs on Monday. He was welcomed by the President of the Customs Affairs and other officials.
HE the Minister said that his field visits were aimed at learning about the requirements of all the Ministry's sectors and follow up the development and modernisation operations to provide the best services to the people. He praised the President and all the staff for their sincere efforts to provide customs services at all borders points and completing the paperwork quickly. 
HE the Minister directed the staff to remain fully committed and perform responsibly and competently while dealing with individuals or companies. He also called for complete control of all ports and customs exits in the Kingdom in cooperation with the bodies concerned and handling of any shortcomings through specialised training to cope with any challenges. He also urged the staff to acquire the required skills to develop work and performance. 
HE the Minister was briefed about the employment plan and the most important current and future projects. He ordered the creation of mechanisms to decide on incentives and allowances for all customs personnel for providing the best services. He also stressed the importance of updating the procedures to meet international changes and praised the role of the Customs in maintaining the security and stability of the nation and its people. 
With regard to the King Fahad Causeway development project, HE the Minister ordered that the administrative and technical procedures be followed to complete the project and equip it with the most advanced equipment to ensure smooth transactions and to check smuggling. 
HE the Minister inaugurated the Customs Operations Centre which functions round the clock as an information centre, in addition to monitoring the movement of travellers and goods as well as deploying police patrols along all borders to check smuggling.
The President thanked HH the Minister for the visit and affirmed that the Customs Affairs would continue to fulfil its responsibilities for the good of the nation and its citizens and make further achievements.]]></description>

	During the meeting it was announced that Bahrain had joined the International Convention on the Simplification and Harmonisation of Customs Procedures (amended Kyoto Convention) and the Convention relating to temporary admission (Istanbul Convention).<br />
	The meeting addressed a number of issues, including trade facilitation, the draft procedures provided for the trade, known as SAFE, development of the system to protect air freight, and a feasibility study on the exchange of information among the Customs administrations around the world through a global network. It also reviewed the strategic plan of the Secretary-General of the World Customs Organisation for 2012-15 and the results of the global agenda for protection, and the draft system targeting shipping.<br />
	On the sidelines of the meeting, Shaikh Mohammed also met Belgian Crown Prince Philippe, and members of the General Police Committee for the 60th anniversary of the establishment of the World Customs Organisation.</span></p>]]></description>

	Meanwhile, the Director General of the general directorate for security and follow-up distributed the certificates among the course&rsquo;s graduates, which lasted for a week, and the participants attained a certificate first of its king on the level of the Kingdom of Bahrain and the Middle East. <br />

	<font color="#000000" size="3"><span style="font-family: 'arial','sans-serif'; font-size: 12pt; mso-fareast-font-family: 'times new roman'">The well trained customs officers is quite efficient at interdicting drugs hidden in the usual places as well as unusual places and are also well trained in behavioral analysis to identify smugglers. Drug smugglers usually attempt to hide drugs in luggage cavities, linings, clothing items such as socks, scarves, trousers and underwear. Cigarette packets are also commonly used by smugglers to hide drugs., and also cigarette packets <o:p></o:p></span></font></p>

This is a testament to the measures that have been put in place to increase ease of conducting trade and increasing the efficiency of Customs Affairs according to a statement made by Sheikh Mohammed Bin Khalifa Al Khalifa, Chairman of the affairs of the Customs Security talking on Bahrain radio. With regards to the interdiction of smuggling carried out via sea, the head of Customs Affairs said that &lsquo;there is a need to further improve the capabilities of our Coast Guard by the installation of new maritime radars and long range cameras which would contribute significantly towards the protection of Bahrain and prevention of smuggling. Customs is committed to supporting the maritime sector, we conduct patrols within the limits of the territorial waters of the Kingdom of Bahrain and inspect ships to make sure their cargo to ensure banned substances and materials are not brought into the country. Five hundred employees have been trained to operate the system. 	Customs officers at Bahrain International Airport have arrested a man arriving from an Arab country on the charge of smuggling around 6kg of Captagon tablets. Captagon is the common brand name for Fenethylline (also spelt Phenethylline), a synthetic amphetamine and one of the most hazardous chemical drugs.<br />
	The officers suspected the traveller and on searching his baggage found 35,850 Captagon tablets hidden in 12 tins The man and the seized items have been referred to the Anti-Narcotic Directorate at the General Directorate of Crime Detection and Forensic Science for subsequent referral to the Public Prosecutor. <br />

	As part of the Customs Affairs program to implement quality assurance systems in line with the laws and Civil Service Bureau (CSB) regulations, President of Customs Affairs Shaikh Mohammed bin Khalifa Al Khalifa and CSB President Ahmed bin Zayed Al Zayed signed a Memorandum of Understanding. Under the MoU, Customs Affairs will apply the latest systems and methods in administrative procedures relating to the quality assurance management and organisational performance. This is in implementation of Article 12 of the Civil Service Law 48 of 2010.</p>
<p>
	The Chief of Customs Affairs thanked the CSB President for his cooperation which had resulted in the signing of the MoU. The CSB is the government body assigned to put in place a&nbsp; strategic plan to supervise and audit the implementation and modernization of quality assurance systems in government institutions.<br />
	The CSB President also praised Customs Affairs on its initiative to implement the quality assurance system for improved work procedures.<br />

	The General Director of Customs Clearance and Inspection Shaikh Nasser bin Abdulrahman Al Khalifa participated&nbsp; in the 66th session of the Policy Committee of the World Customs Organisation, held in Abuja, Nigeria, from 5 to 7 December.Customs Affairs attended the meet as a member of the MENA group. <br />
	The session discussed the strategy of the general secretariat of the organisation to reinforce security and safety while transferring goods between countries as well as air cargo security. <br />
	A resolution on the organisation's commitment in this regard was approved. It included standards to secure and facilitate global trade. Bahrain was also represented by the Acting head of the Clearance for AirPorts Waleed Ajor who participated in the session.&nbsp;<br />

	Bahrain Airport Customs officers arrested a Bahraini arriving from an Asian country for smuggling 945gm of Shabu drug and 298 tablets of other prohibited substances.</p>
<p>
	Customs officer&rsquo;s suspicions were aroused as the man approached the check-point. Following a thorough inspection, the Shabu drug was found in a plastic bag inside the bag he was holding. It also had 298 tablets of other prohibited substances. Shabu is a Methamphetamine whose adverse affects can include psychosis, stroke, seizures, and cardiovascular problems.</p>
<p>
	The man and the substances seized items were handed to the Drug Prevention Directorate at the General Directorate of Criminal Investigation and Forensic Science for legal action. The man will be appearing before the Public Prosecutor.<br />

	President of Customs, Shaikh Mohammed bin Khalifa Al Khalifa undertook a visit to Jordan as part of the continuing efforts to promote customs cooperation between the two countries. The President met Jordanian Director-General of Customs Major-General GhalibQasim Al Sarairah and discussed brotherly ties and economic cooperation. He praised the Jordanian on their experience in modernising and developing customs operations and highlighted the importance of benefiting from such expertise through cooperation in training.</p>
<p>
	The President and the accompanying delegation were briefed on the development of customs in Jordan and the adoption of the latest international Customs standards, including the implementation of its Computerised Automated System for Customs Data (ASYCUDA World) system and cargo tracking system, resulting in reduced waiting customs processing times for trucks. The delegation was also briefed on Jordans novel &lsquo;Golden List Scheme&rsquo;&nbsp; that offers special preferential facilities for compliant traders as well as e-gates. Bahrains Customs Affairs is currently studying and looking to implement similar concepts and projects to facilitate faster customs clearance.</p>

This course resulted in the certification of the participants in Narcotics and Explosives Detection, and was the first such certification in this field to have been conducted either in in Bahrain or the Middle East.<br />

	As part of the government strategy to make Bahrain a regional financial hub and gateway for international trade, Customs Affairs will soon launch a Single Window System for trade facilitation. The new system will improve revenue collection, customs clearance and compliance. Implementation of the new system will result in reduced cost and clearance times for commercial organisations and improve enforcement through the application of risk management.</p>
<p>
	The benefits of the new system were highlighted to customs managers during the awareness&nbsp; seminar. The system which is to be launched in October initially at the Customs Clearing section, will later be gradually adopted across other departments. The old system will continue to operate alongside the new system until the new system has been fully deployed.</p>

	The 5 day workshop, which will continue until 16 June, has been organised by Customs Affairs in association with the US Department of Homeland Security and Customs and Immigration Applications Office. The course is being attended by a number of Ministry of Interior and Customs Affairs staff. The Customs Affairs President said &lsquo;the workshop was the result of the free trade agreement with the US and was concerned with the information and technology transfer and training in relation to detecting money smuggling&rsquo;. He urged all participants to benefit from the workshop and to interact with the lecturers to gain a better understanding of money smuggling. He also thanked the acting US Ambassador for her attendance and the members of the US Department of Homeland Security for organising the workshop. <br />
	The acting US Ambassador praised the role of Bahrain in checking financial crimes and urged the participants to benefit from the workshop. The workshop aims to define money laundering and the various ways of smuggling money and its laundering using real-world examples.</font></span></p>

	With many projects and initiatives either having been completed or in the implementation stages, the organisation looks forward under the leadership of Sh. Mohammed&rsquo;s to make the transition to a world class organisation.<br />
	Sh. Mohammed comes to Bahrain Customs with an established and distinguished record of achievements and a wealth of experience across various vertical sectors which include Finance and Administration, Telecommunications and Transport.<br />
	He has held a number of important positions and high profile roles which include Assistant Undersecretary for Financial and Administrative Affairs at the Ministry of Justice and Undersecretary of the Ministry of Transport. In addition, Sh. Mohammed is an active representative for the Kingdom of Bahrain in a number of international and regional forums at Ministerial level for Communications and Transport, and has also served as a Member of the Board of Directors of Gulf Air and Bahrain Telecommunications.</p>

	Sh. Mohammed has been instrumental in the modernisation and successful introduction of advanced technology and administrative systems at both the Ministry of Justice and Bahrain Post, transforming both of these into modern and efficient service oriented organisations.</p>

	The Chief of Customs Brigadier Bassim bin Yacoup Al Hamar announced on Friday that various programmes aiming to facilitate customs clearance at the port have been introduced. He highlighted that electronic customs clearance system through the internet was upgraded, to enable clearance agents from entering their data from work or home.&nbsp;&nbsp; <br />
	He said that the Inspection Section was also developed through the introduction of laptops to facilitate work as well as the usage of ray device to reduce outdoor inspection. Some employees from accounting and exception departments were given the job title of comprehensive employee. He continued that the customs affairs focused also on enhancing the performance of staff through courses on the new procedures. <br />
	He added that the Customs Affairs has started implementing its future plan through tender to change the current electronic costumes clearance system to a comprehensive system with the name &ldquo;one-stop-shop&rdquo; to facilitate trade. The system will link concerned bodies at government organisations and cargo and shipments companies. As part of the new system, risk and auditing will be created to make core changes in clearance and auditing.&nbsp; <br />
	He said that the system will be implemented at all borders and all importation and exportation activities from the third quarter of 2010. 	Chief of Customs Brigadier Bassim bin Yacoub Al Hamer said on Thursday that the Customs Security Directorate at the Bahrain International Airport had arrested an Asian passenger for trying to smuggle in three kg of marijuana. <br />
	He said the Asian was told to go through the Red Lane after customs officers suspected him. A search of his luggage turned up marijuana worth of BD72,000 hidden in three bags.</p>

	He said the man might not have been tracked down but for the instructions of His Excellency Minister of Interior Shaikh Rashid bin Abdullah Al Khalifa to intensify checking, the use of hi-tech devices and specialised training courses customs officers undergo. He said that security and customs forces were working in coordination for the benefit of the nation.</p>

	He also said that the suspect and the seized marijuana had been handed to the Anti-Narcotics Directorate at the General Directorate of Crime Detection and Forensic Science to be referred to the Public Prosecutor.</p>]]></description>

	                <title>Customs Affairs contributes to the success of Jewellery Arabia 2010</title>

	                <description><![CDATA[<p>The Customs Affairs has offered in cooperation with bodies concerned many facilities to participants of Jewellery Arabia 2010 being held under the patronage of HRH Prince Khalifa bin Salman Al Khalifa, Prime Minister from October 26 to 30.</p>
<p>The facilities that targeted the products of the participants aimed to contribute to the success of the exhibition. The Customs Affairs made sure to clear the products immediately and refer them to the exhibition’s location, in which all customs clearance procedures were carried out at the site of the event.</p>   
<p>It is worth mentioning that the Customs Affairs are evaluating regularly its services to improve them in the coming years.</p>

	                <title>Graduation ceremony for explosion detection course</title>

	Under the patronage of the General Director of Clearance and Customs Affairs at the Customs Affairs, a graduation ceremony held recently for the second batch of the specialsed course on explosion detection that was held from September 21 to October 14.</p>
<p>
	The event that was held at the Customs Directorate at the King Fahad Causeway attracted a number of customs officers. At the beginning of the ceremony a brief was given on explosion detection techniques for trucks and bags. After that the General Director delivered a speech, in which he congratulated the graduates and urged them to practice what they have learnt in the course at work. The event concluded with distribution of certificates among the graduates.</p>

	                <title>President of Customs to take part in MENA conference</title>

	                <description><![CDATA[<p>President of Customs Major-General Basim Bin Yacob Al Hamer will take part in the 33rd meeting of the Directors-General of Customs of the Middle East and North Africa (MENA) countries.</p> 
<p>During the meting many important regional issues related to customs will be discussed, especially the regional strategic plan and cooperation between MENA countries in fighting trafficking crimes, illegal commercial activities and e-linking between states. The event will also discuss the progress of Palestine joining the International Customs Organisation.</p> 
<p>The President of Customs will also take part in the opening of the second Arab Forum for Consumer Protection against Commercial Cheating to be held from October 9 to 11 in Saudi Arabia as part of a delegation of top customs officials including the General Director of Customs Clearance and Inspection Shaikh Nasser bin Abdulrahman Al Khalifa.</p>    
<p>The participation comes as part of the Customs Affairs association with the GCC and regional events and activities.</p>

	                <description><![CDATA[<p>President of Customs Major-General Basim bin Yacob Al Hamer announced that 15,77,799 litres of subsidised diesel had been seized between 18 December 2008 and 19 September 2010 while being smuggled out of Bahrain.</p> 
 
<p>The diesel was being carried in 62 containers when the racket was busted. It was seized for violating Edict No. 11 of 2007 banning the export of subsidised petroleum products.</p> 
 
<p>President of Customs Major-General Basim bin Yacob Al Hamer announced that 15,77,799 litres of subsidised diesel had been seized between 18 December 2008 and 19 September 2010 while being smuggled out of Bahrain.</p> 
 
<p>The diesel was being carried in 62 containers when the racket was busted. It was seized for violating Edict No. 11 of 2007 banning the export of subsidised petroleum products.</p> 
 
<p>Major-General Al Hamer said that some tankers were also intercepted recently while trying to supply tugboats with around 38,000 litres of subsidised diesel along the jetty of a company located in the industrial area on the northern side of Sitra.</p>  
 
<p>He said that legal was being taken to refer the case to the Public Prosecutor and affirmed that the Customs Affairs stood on the frontline to combat smuggling of subsidised petroleum products through the sea. He said that those products, meant for local consumption, were being smuggled out under bogus customs statements so as to circumvent customs procedures.</p> 
 
<p>The President of Customs said the figures gave indisputable evidence of the efforts made by the customs staff to foil all smuggling attempts by adopting a studied approach to check such activities. He said that procedures were being put in place to regularly inspect industrial plots near seafronts, to ensure a daily follow-up by customs officers and to briefing and implementation of relevant administrative decisions issued by other organisations. He said that such an approach had increased awareness among the customs staff about the importance of their role in protecting national gains.</p> 
 
<p>The Customs Affairs was made part of the Ministry of Interior by Royal Decree No. 55 for 2008. Article 3 of Edict No 11 for 2006 on banning the export of subsidised petroleum products states: “The General Directorate of Customs, in cooperation with the National Oil and Gas Authority and other bodies concerned, should check the trafficking of subsidised petroleum products according to the rules of the unified customs law.” Article 4 of the same edicts states: “All foiled attempts of trafficking of subsidised petroleum products should be registered and all suspects should be referred to legal bodies for violating the unified customs law.”</p>

	                <description><![CDATA[<p>Under the patronage of President of Customs Major-General Basim bin Yacob Al Hamer, the Customs Training Institute at the Custom Affairs concluded on Thursday a five-day a workshop on drug prevention in association with the UN Development Programme office in Bahrain. International experts from Dubai Police also took part in the workshop.</p> 
<p>Major-General Al Hamer thanked the Dubai delegation and the UNDP for making the course a success and affirmed that such workshops promoted exchange of expertise between countries and improvement in the efficiency of national teams specialised in combating the drug menace.</p>
<p>The workshop was the first of its kind related to drug prevention which aimed to create a specialised international team in the field. The team consists of representatives from various directorates and sections of the Ministry of Interior such as the Custom Affairs, the General Directorate of Criminal Investigation and Forensic Science and the Community Police in addition to the Kingdom's governorates.</p> 
<p>The ceremony concluded with the President of Customs distributing certificates among trainees and commemorative gifts among the delegates of the Dubai Police and UNDP representatives.</p>

	Under the patronage of President of Customs Major-General Basim bin Yaqoob Al Hamar, the Customs Training Institute at the Custom Affairs has organised a workshop on drug prevention in association with the UN Development Office in Bahrain. International experts from the Dubai Police also took part in the workshop.</p>

	In his opening speech Major-General Al Hamar said the workshop was part of the national project for drug prevention, which has been highly emphasised by HE the Minister of Interior.</p>
<p>
	The workshop is considered the first of its kind related to drug prevention which aims to create a specialised international team in the field of drug prevention. The team consists of representatives from various directorates and sections of the Ministry of Interior such as the Custom Affairs, the General Directorate of Criminal Investigation and Forensic Science and the Community Police in addition to the Kingdom's governorates.</p>
<p>
	The Customs President said that such courses helped to evaluate and develop the security and monitoring required to check human-trafficking and drug abuse in the community.</p>
<p>
	The Deputy Representative of the UN Regional Programme in Bahrain Mr Firas Guraibah in a speech thanked the Ministry of Interior and the Dubai Police for their participation in the workshop and stressed the importance of supporting such workshops.</p>
<p>
	The International Training Director at the Dubai Police Major Ahmed Al Saadi in a speech praised the cooperation between the Ministry of Interior and the Dubai Police and stressed the importance of such courses that aimed to deploy the latest hi-tech equipment in drug prevention efforts.</p>

The visit included a tour of the facilities of government departments and details of the preparations for meeting the rush at the Causeway during the Eid Holidays.</p>
<p>The General Manager of the  King Fahd Organization updated the Major General on the project development and improvements that have been implemented at the Causeway and details of the work carried out by the Organization to facilitate the movement of transport and passengers  through  the Causeway and to face congestion.</p>
